After countless contacts, visits to BMOs of SC, and studies accomplished by technicians and German leaders, HWK decided, with the German government's financial support, to begin the implementation of the Empreender Project, led by the Commercial and Industrial Associations of Joinville, Blumenau and Brusque. 
The success of the Project during its first years attracted the attention of other associations that also wanted to participate in the initiative and FACISC - Federation of Santa Catarina's Commercial and Industrial Associations, together with Sebrae/SC, with support from the Empreender Foundation, hired to train technicians throughout the state, launched, in October of 1997, the Empreender on 10 municipal districts on the state of SC. 


Due to the success obtained, in 1999, the CACB and SEBRAE signed a partnership agreement for its expansion in seven more states: PR, MG, IF, BA, AL,PE, MA. Finally, in 2001, it was implemented on the other Brazilian states. 


Every day, 8,000 companies meet throughout the Brazilian territory, to discuss  solutions for problems that they face daily. The Empreender proves, by means of practical results and technical researches, that the companies should join forces to grow. Such reality gave birth to the Project's slogan, whose results nowadays overcome the expectations and the managers's level of satisfaction. 


In agreement with the national registration of companies, the micro and small companies represent 98,75 of the overall companies constituted in the country and they are the ones that most offer job opportunities in Brazil. 


During the focus groups, common problems are discussed among companies of the same sector, as well as the solutions that should be taken. 
These actions prevent the companies' isolation and provide several advantages: facilitate the businessman-supplier relationship, improve the quality of the company, and motivate training among the collaborators, besides offering more employments opportunities and increasing the MSC's income, and, thus, contributing to the economic development of the country.
